on the pidgin site, it is in the pidgin tarball, compile with --disable-gtk
If you want an ncurses instant messenger, you should have a look at mcabber. it only suppports jabber but it is maintained and pretty stable.
Running finch inside of screen(1), but first setting the encoding of the screen window to UTF-8 (^a : encoding UTF-8 ISO-8859-1), works quite well for your non-UTF-8 system. The display can get a little messy though, maybe due to cursor positioning code relying on two-byte characters, or something.
